Business Model Choice for Latvian Public Employment Service: What is the Best for Labour Force Competitiveness?

Abstract


Latvian PES since its inception in 1991 operates using a constant business model, despite the fundamental changes in economic situation in general and labour market needs in particular. This study presents a comprehensive analysis of advantages and disadvantages of different business models for public employment services (hereafter - PES) with the aim to determine the model most suitable for the Latvian labour markets.

The proposed PES model should contribute to matching labour market supply and demand and to reduction of unemployment; it also should be oriented towards the objectives determined in the EU growth strategy “Europe 2020”.
