Wind created disasters management and prevention improvement strategy

Abstract


The main purpose of the paper analyze the current situation and to provide suggestions on improving the Latvian system of wind disaster management, by examining such sources as various scientific literature, different regulatory acts and specific practical examples. This paper briefly reviews various preventative measures to minimize damage caused by wind and offer the authors view on many improvement possibilities to the Latvian system of wind disaster management by interaction of businesses, society, and the state. Proposed hypothesis –a timely, determined and coordinated interagency and department cooperation can minimize the effect and consequences created by wind based disasters. Several research methods, such as the analysis of academic and professional publications, and logical and comparative analysis are applied in this research.

Corporate Social Responsibility  intervention with respect to wind related disaster risk reduction is still one of possible initiatives for sustainable development paradigm, although the concept and practice of corporate sector involvement in social development is not new in Europe. Private sector and corporate contribution in wind related disaster risk reduction and disaster management strategies remained insignificant. Currently, corporate social responsibility  is based on policies and activities that do not directly address disaster management system. Most private persons and entrepreneurs implement corporate social responsibility projects through their own initiatives mostly addressing  issues of health and education.  There is therefore a case to be made for NGOs and civil society in general to get actively involved in natural disaster management to thus influence and encourage increased involvement of corporate social responsibility. The main findings are related to the analysis of interaction of different public and private institutions and organizations for management of natural disasters and wind induced disasters. Proposed inter-institutional and interdisciplinary cooperation can bring a significant improvement of wind-generated disaster management efficiency. Research results are related to disaster management policy methodology creation developing involvement of different stakeholders and development of deterrence measures, also proposals for creation of  responsible authorities’ cooperation to carry out preventive measures for wind-generated devastating consequences reduction are worked out. Cooperation between the competent authorities of the scientific institutes to develop the wind monitoring system to reduce the wind caused by natural disasters the devastating impact on buildings and structures. Based on obtained results and predicted future climate change trends amendments to legislative acts and natural disasters prevention plan proposed.
